A translation patch is a small file that records only what changed, leaving the original ROM untouched. Distributing a translated ROM outright would mean distributing the copyrighted work, so what gets shared is the difference between the original and the translation, which each user applies to a copy they own.
The original author and source are credited for every patch listed here. Translation work takes months or years and is almost always done unpaid by individuals or small groups; where a source link exists, please download from the original distributor.
Game ROMs are not provided. Patches are distributed on the assumption that you apply them to a backup of a game you legitimately own.
